Partnering Agencies

The Santa Ana Watershed Project Authority (SAWPA) is a Joint Powers Authority serving the 2,650 square mile Santa Ana River Watershed, which includes major portions of Orange, Riverside, and San Bernardino Counties.  SAWPA works on a watershed-scale to address regional needs and is comprised of five member agencies: Eastern Municipal Water District, Inland Empire Utilities Agency, Orange County Water District, San Bernardino Valley Municipal Water District, and Western Municipal Water District.

SAWPA and its member agencies work collaboratively to address the water resources needs of the Santa Ana River Watershed, ranging from ensuring water supply reliability and protecting water quality to protecting and restoring the environment. Through these efforts, SAWPA’s mission focuses on the long-term sustainability of the Santa Ana River Watershed, securing a healthy and reliable water resource for the region.

Eastern Municipal Water District

Eastern Municipal Water District (EMWD) is the water, wastewater service and recycled water provider to nearly one million people living and working within a 601-square mile service area in western Riverside County and northern San Diego County. It is California’s sixth-largest retail water agency and its mission is: “To deliver value to our diverse customers and the communities we serve by providing safe, reliable, economical and environmentally sustainable water, wastewater and recycled water services.”

EMWD provides service to retail customers located within the cities of Canyon Lake, Hemet, Menifee, Moreno Valley, Murrieta, Perris, San Jacinto, and Temecula, as well as the unincorporated communities of French Valley, Good Hope, Homeland, Lakeview, Mead Valley, Murrieta Hot Springs, Nuevo, Romoland, Valle Vista and Winchester.

EMWD also supplies water on a wholesale basis to the cities of Hemet, Perris, and San Jacinto; Fallbrook Public Utility District, Lake Hemet Municipal Water District; Nuevo Water Company; Rancho California Water District; and Western Municipal Water District.

Western Municipal Water District

Western serves roughly 23,000 retail and eight wholesale customers with water from the Colorado River, State Water Project and local groundwater. As a member agency of the Metropolitan Water District of Southern California (MWD), Western provides supplemental water to the cities of Corona, Norco, and Riverside and the water agencies of Box Springs Mutual, Eagle Valley Mutual, Elsinore Valley, Lee Lake and Rancho California. Jurupa Community Services District and Rubidoux Community Services Distrist are also within the District’s general service area. Western serves customers directly in Orangecrest, Mission Grove, El Sobrante, Eagle Valley, Temescal Canyon, Woodcrest, Lake Mathews, portions of Mead Valley and Perris, and March Air Reserve Base. Lake Mathews and Lake Elsinore lie within its boundaries.

Inland Empire Utilities Agency

IEUA sells water to the following cities: Chino, Chino Hills, Fontana, Montclair, Ontario and Upland. They also sell water to the Cucamonga Valley Water District, the Fontana Water Company, and the Monte Vista Water District.

San Bernardino Valley Municipal Water District

SBVWD sells water to the cities of Colton, Fontana, Loma Linda, Redlands, Rialto and San Bernardino. They also sell water to the following water companies: Fontana Water Company, East Valley Water District, Marygold Mutual Water Company, Muscoy Mutual Water Company, Riverside Highland Water Company, Terrace Water Company, West Valley Water District, Western Heights Water Company, and Yucaipa Valley Water District.

Orange County Water District

Orange County Water District (OCWD) manages the large groundwater basin that provides reliable, high-quality groundwater to 19 municipal water agencies and special districts that serve 2.4 million customers in north and central Orange County.

It provides water to the cities of Anaheim, Buena Park, Fountain Valley, Fullerton, Garden Grove, Huntington Beach, La Palma, Newport Beach, Orange, Santa Ana, Seal Beach, Tustin, and Westminster. OCWD also provides water to East Orange County Water District, Golden State Water Company, Irvine Ranch Water District, Mesa Consolidated Water District, Serrano Water District, and Yorba Linda Water District.

  1. I am a lifelong proponent for using tap water! Raised my kids and now my grandkids with awareness of our water challenges.
